Hi. Was checking on your site Prahaar.in, and it seems pretty cool and wondering if you might be interested in selling it.

We are looking to buy some sites for 8 to 18 months revenue (which is
usually equivalent to around 2-3 years of profit when you take into
account salaries), depending on a few factors (such as how reliable the
revenue is). For example if your site makes $5,000 per month in revenue, we
would buy the site for between $40,000 and $90,000 cash payment.

Let me know if this is something you would consider

Thanks!

येत्या ६ दीसेम्बर ला नव महाराष्ट्र युवा अभियान ने कार्यशाला आयोजीत केलि आहे कृपया तुम्ही त्या विषयी बातमी प्रहार मधे द्यावी .
For last 20 years, Navmaharashtra Yuva Abhiyan, a department of Yashwantrao Chavan Pratishthan, Mumbai is working with youth of Maharashtra. It was felt that this work is not enough and there is a need for state to decide its policy for the largest group of population, youth, for their development and rights. The Abhiyan took lead in this direction and triggered discussion for Maharashtra State Youth Policy. Dialogue is started in this direction with institutions, organisations and experts working with youth.
AMP has realized that intellectuals can have a say in the Maharashtra State Youth Policy, for the Muslim youth by raising specific concerns. These concerns if aptly communicated, can act as our tool to shape the Youth Policy. We can also incorporate a set of alternative solutions to best deal with the concerns and the pass resolution for the same.
In this regards, AMP considering you as a valuable part of our intelligentsia, invites your active participation in the Youth Policy Planning Workshop to be conducted on the 06th of December, 2009 in association with the Navmaharashtra Yuva Abhiyan.

Frozen Delights

The Cooking & more team finds themselves in ice cream heaven at Mumbai’s Cream Stone Ice Cream Parlour

Nothing appeals to people of all ages as ice cream, and most of us can’t get enough of it. While many of us have our favourite flavours, given a chance to choose, we can’t resist experimenting with flavours and toppings. At Mumbai’s Cream Stone Ice Cream Parlour the tag line is ‘Freeze Your Imagination’ and they allow you to do just that!

Situated at Girgaum Chowpatty, next to Sukh Sagar, the Cream Stone is like heaven for ice cream lovers. A customer at this ‘interactive’ ice cream parlour can allow his imagination to go wild when it comes to choosing flavours and toppings, which range from chocolates to exotic fruits and a variety of nuts. You can customise an ice cream according to your whim of the day and Cream Stone will freeze your wish into delicious reality.

The USP of the parlour is that it has something for everyone - there are candy sticking flavours for kids, light calorie ice creams for the figure conscious, and utterly sinful offerings for Chocoholics. The best part is all the ice creams served here are completely vegetarian.

Let’s take a closer look at the goodies on offer! There is a choice of four bases: fresh fruits; chocolate; nutty; and exotic. They have special treats called Chocolate Concepts featuring choices such as Willy Wonka (a blend of rich chocolate with crunchies of choco-flakes, chocolate pastry, whipped cream and dark chocolate fudge and ice cream) priced at Rs. 125; and Ferrero Rocher (rich chocolate ice cream with Ferrero Rocher chocolate chips and dark chocolate fudge) priced at Rs. 150; Brownie Break and Oreo Shot.

In the Seasonal Concepts range is Mr. Alphonso (fresh Alphonso mango with ice cream) priced at Rs. 160; Kala Jamun (hand picked jamun over generous scoops of jamun ice cream) priced at Rs. 140; Fruit Exotica (fresh fruits over delicious ice-cream) priced at Rs.110; Very Berry Mango and Lychee Lake.

Next on the menu are Nutty Concepts, including Nuts Overload (a combination of caramel and butter crunch with fresh chocolate sprinkler and roasted almonds and toppings) priced at Rs. 120’ and others like Fig ‘N’ Almonds and Naughty Nuts.

Dieters need not despair – there is a range of low sugar ice cream made of Fructo Oligo Saccharides, which are extracted through enzymatic process. This ice cream contains fewer carbohydrates, is low in calories, and has high amounts of probiotics. Choose from Fruit Fast (a delightful combination of seasonal fruits, 95% fat-free) priced at Rs.135;
Fruit Delight (a combination of kiwi and apple fruits, 95% fat-free and sugar-free) priced at Rs. 135, among others.

Launched in May 2010, this is the first parlour in Mumbai. However Cream Stone is a popular name in Hyderabad, which already has three outlets at Banjara Hills, Jubilee Hills, and IN Orbit mall. The idea is to provide value addition and value creation for the customer and Cream Stone certainly succeeds in doing that. The Cream Stone staff is trained not to sell just ice cream, but hospitality too, making each visit to the parlour a memorable experience.

Cream Stone Concepts is at: Shop no.6, Marina Mansion Building, S.V.P Road, Next to Sukh Sagar, Girgaum Chowpatty, Mumbai 400 007. Tel: 022-23680149, 7666305456.

As a parent, I requets the authorities to stop this play of showing concern about the students of 10th and not really taking things seriously. Have they thought about the mental state of these students who are in dilema since their results? When will we learn to stop experimenting with education? Many of us are now really fade up and would like the admission process to start. The ICSE board has already started their classes for 11th.

• What is the BrainPort vision device?
The BrainPort vision device is an investigational non-surgical assistive visual prosthetic device that translates information from a digital video camera to your tongue, through gentle electrical stimulation.

How is the BrainPort vision device related to the Tongue Display Unit (TDU)?
The TDU is the first prototype of the technology that has evolved into today's BrainPort vision device.
Who could benefit from the BrainPort vision device?
The current investigational prototype works best for individuals who are blind and have no better than light perception. Since we do not stimulate the eye or optic nerve, our technology has the potential to work across a wide range of visual impairments. We are actively developing device modifications to address the needs for those with low vision such as macular degeneration.
How does the BrainPort vision device work?
The BrainPort vision system consists of a postage-stamp-size electrode array for the top surface of the tongue (the tongue array), a base unit, a digital video camera, and a hand-held controller for zoom and contrast inversion. Visual information is collected from the user-adjustable head-mounted camera (FOV range 3–90 degrees) and sent to the BrainPort base unit. The base unit translates the visual information into an stimulation pattern that is displayed on the tongue. The tactile image is created by presenting white pixels from the camera as strong stimulation, black pixels as no stimulation, and gray levels as medium levels of stimulation, with the ability to invert contrast when appropriate. Users often report the sensation as pictures that are painted on the tongue with Champagne bubbles.

With the current system (arrays containing 100 to 600+ electrodes), study participants have been able to recognize high-contrast objects, their location, movement, and some aspects of perspective and depth. Trained blind participants use information from the tongue display to augment understanding of the environment. Our ongoing research with the BrainPort vision device demonstrates the great potential of tactile vision augmentation and we believe that these findings warrant further exploration. As a result, we are currently working on improvements to the tongue display hardware, software, and usability, and on overall device miniaturization.
What is the resolution of the display?
The images below demonstrate how information from the video camera is represented on the tongue. Today's prototypes have 400 to 600 points of information on a ~3cm x 3cm tongue display, presented at approximately 30 frames per second, yielding an information rich image stream. Our research suggests that the tongue is capable of resolving much higher resolution information and we are currently working to develop the optimal tongue display hardware and software.
Original 100 points 625 points 3600 points
Static

Dynamic
How long does it take to learn?
Our current research studies involve participation between 2-10 hours*. Within minutes of introduction, users may understand where in space stimulation arises (up, down, left and right) and the direction of movement. Within an hour of practice, users can generally identify and reach for nearby objects, and point to and estimate the distance of objects out of reach. With additional training, subjects can identify letters and numbers and can recognize landmark information when using the device in a mobile scenario.
Will I experience vision similar to what I once had?
After a few hours of training, some users have described the experience as resembling a low-resolution version of the vision they once had. In addition, neuroimaging research suggests that for blind individuals, visual regions of the brain are activated while using the BrainPort vision device. Ultimately, the experience is uniquely individual. However, the resulting perception does not need to "feel" like eye-based vision in order to provide assistive benefit.
Can Electrical Stimulation Hurt My Tongue?
You can adjust the intensity of the stimulation to your comfort level. Participants have reported that the impulses feel like champagne bubbles effervescing on their tongue.
How can I obtain the BrainPort vision device?
The BrainPort vision device is an investigational prototype and is not yet for sale in the US or abroad. Wicab plans to develop an assistive device suitable for commercial introduction in the near future. In the meantime, the prototype BrainPort vision device is being used in research studies across the country to measure perceptual enhancement resulting from BrainPort vision device use*.
Are there research studies that I may be eligible to participate?*
A number of academic and research institutions have had or will have studies using the BrainPort vision device with specific participation requirements. Please contact us for more information. If you are a research institution and would like to conduct research with the BrainPort vision device, please contact us for options regarding collaboration

Respected publisher/editor/owner/concerned staff
Please put this article in all languages in all your publications for the welfare of women section
Thank you
Exploitation of women
Today women are raped by date rape drugs and datura seeds by criminals in gentle form. After raping the women’s naked video films are removed to force them into prostitution activities.
All the women must make themselves aware about date rape drugs and datura seeds and protect themselves from future trouble.
Date rape drug refers to a drug that can be used to assist in the commission of a sexual assault, such as date rape. Drugs used to facilitate rape may have sedative, hypnotic, dissociative, and/or amnesiac effects, and can be added to a food or drink without the victim's knowledge.
The act of adding such substances to drinks is known as "drink spiking". The reasons for drink spiking range from personal amusement or maliciousness to theft or sexual assault.[1]
The term "date rape drug" originated in American journalism in the 1990s], amid widespread reports that previously unknown herbs and pharmaceuticals were making sexual assaults easier and more frequent. Most Americans still use the term in that narrow sense, to refer to what they consider "exotic" drugs, but alcohol and many other common substances can incapacitate a person and have been used in sexual assaults.
There are three major groups of drugs used in drug rape and other drink-spiking crimes: GHB, Ketamine and Benzodiazepines (which include Rohypnol and valium).
All the drugs act as an anaesthetic that reduce a person’s ability to resist rape or robbery and often causes the victim to cooperate with the criminal. After a few hours, the victim will fall asleep and wake up with little or no memory of what happened when she or he was under the influence of the drug. In addition, these drugsstay in the system for a relatively short time (as little as 12 hours for GHB) so that even if a victim wants to go to the police and press charges, the evidence will have disappeared.
This makes it very difficult to prosecute drug-rape crimes. There is no violence, the victim cannot remember what happened and the evidence of the crime has left the victim’s system before she even realises that a crime has been committed. Thus, the only effective way to deal with drug rape and other drink-spiking crimes is to avoid getting drugged in the first place.
Here are specifics about each of the drugs. While this is a discussion of the use of these drugs in rape and other crimes, it is important to keep in mind that
These drugs, when taken inadvertently, can have serious consequences including coma and death.
Gamma Hydroxybutyrate ( GHB)
GHB is a central nervous system depressant abused for its ability to produce euphoric and hallucinatory states and, as some believe, acts like an anabolic steroid to stimulate muscle growth. GHB was originally available over-the-counter drug in the US but was made illegal there in 1990 due to overdoses and other health problems. It was made a Class C illegal drug in the UK in July 2002.
GHB takes effect within 10-20 minutes and lasts 1-3 hours.
Other street names for GHB are Grievous Bodily Harm, Georgia Home Boy, Scoop, Great Hormones at Bedtime, Soap, Easy Water, G-Riffick, Cherry Meth, Organic Quaalude, Jib, Liquid Ecstacy, Liquid X, the Easy Lay, Goop and Gamma-oh.
GHB was popular in body-building gyms for many years because its alleged steroid-like effects. It is still especially popular in clubs because it is a muscle relaxant that gives one the sense of well-being and mild euphoria similar to the effect of ecstasy.
GHB is not as widely known as ecstasy, but is more dangerous. The Drug Abuse Warning Network in the US reported—in 2000—more emergency room visits related to GHB than to ecstasy (4969 versus 4511, respectively).
GHB is easy to manufacture and a number of recipes for it can be found on the internet. As different amateur chemists will produce varying concentrations of the drug, and as people vary significantly in both body mass and drug tolerance, it is virtually impossible to determine a safe dosage of GHB. This makes the drug especially dangerous.
A review of the literature suggests the following dosages for a 250ml drink:
(1 gram = 1/5 of a teaspoon = 4000 ppm (parts per million))
Light: 0.75-1.75g
Standard: 1.75-2.75g
Strong: 2.75-4g
Heavy: 5g or more
Overdose: 6.25g or more
Coma: 8.75g or more
Death: 10g or more
Many people have bad reactions to GHB. These effects can include disinhibition, sedation, hallucinations, desire to sleep, rambling speech, giddiness, silliness, difficulty thinking, slurred speech, loss of bladder control and passing out. The effects of an overdose can include deep sedation from which you cannot be awakened for about three hours, seizures, sudden and dangerous drop in blood pressure, heart rate or breathing, coma and death. The effects of GHB are exacerbated when taken with alcohol or other drugs. This makes it especially dangerous when used to spike an alcoholic drink.
KETAMINE
Ketamine, or ketamine hydrochloride, is an anaesthetic intended primarily for veterinary purposes. Its primary use is in surgery for small animals and has also been used in human medicine for paediatric burn cases, in dentistry and in experimental psychotherapy. Ketamine is a liquid and its most potent medical use is by injecting it intramuscularly or intravenously.
Ketamine is becoming a popular recreational drug. It produces “disassociative anasthesia.” The effect is often likened to the mind and body being separated from each other, or a near-death experience—if taken in a sufficiently high dose. This effect is usually called a “K-hole.” Effects can range from rapture to paranoia to boredom. It can render the user comatose.
Unlike GHB, dosages for Ketamine are well established:
Side Effect Zero Low Light Common Strong K-Hole
Dose 0g 40mg 50-100mg 75-300mg 200-450mg 500+mg
ppm 0 160 200-400 300-1200 800-1800 2000
*All concentrations are calculated for a standard 250mL beverage.
Ketamine takes effect in 5-20 minutes and the effects last 4-8 hours. A human would reach a state of deep cataleptoid sedation (like a coma) with a dosage of 15mg/kg. Thus, for example, a 9-stone (126 lb, 57kg) woman would be completely sedated with a dosage of about 850g.
Ketamine was popularised by the singer Madonna in 1998. Her “Ray of Light” album reputedly contains tracks that describe the Ketamine experience. In an interview in the March 1998 issue of Q Magazine, she commented that she couldn’t believe that UK clubbers still preferred E to K.
Some of the street names for Ketamine are K, Ket, Special K, Vitamin K, Vit K, Kit Kat, Keller, Kelly’s day, Green, Blind squid, Cat valium, Purple, Special la coke, Super acid and Super C. Slang for the K-hole include K-land, baby food and God.
The effects and dosages above assume that Ketamine is not mixed with alcohol or other drugs. In club or rave settings, overuse of ketamine has been known to cause collapses and lead to catatonic states. It is not a social drug like ecstasy and is, in fact, a depressant. Among other undesirable effects are nausea, vomiting and giddiness. In large doses and in combination with other central nervous system depressants, it can depress respiration and lead to death. Victims of drink spiking are especially at risk as they may be “on” other drugswhile they ingest ketamine unknowingly.
BENZODIAZEPINES
Benzodiazepines (benzos, for short) are a class of drug commonly known as tranquillisers and sleeping pills. The most common benzos (with some brand names in brackets) are Alprazolam (Xanax), Broazepam (Lexotan), Chlordiazepoxide (Librium), Clobazam (Frisium), Clonazepam (Rivotril), Diazepam (Valium), Flunitrazepam (Rohypnol), Lorazepam (Ativan), Nitrazepam (Mogadon), Oxazepam (Serepax), Temazepam (Nocturne) and Triazolam (Halcion). Among these, the two best known are Valium and Rohypnol. Rohypnol is seven to ten times stronger than Valium and so we shall limit our comments on benzos to Rohypnol—although all of the benzos can be used to commit drug-rape crimes and most of the comments about Rohypnol apply to all of them.
Rohypnol is a trademarked drug produced by Hoffman LaRoche. The drug, which has been around for many years, is intended for use as surgical anaesthetic, muscle relaxant or sleeping pill. Effects can be felt within 15-20 minutes and can last up to 12 hours.
Effects of Rohypnol consumption are sedation, difficulty with concentration, dizziness and difficulty with walking. When taken with alcohol there is increased nervous system depression with symptoms such as confusion, loss of memory and thinking difficulties.
A normal dosage of Rohypnol is 1-2 mg for people under 50 kg (110 lbs) and 2-4 mg for people over 50 kg. The drug is sold under prescription in some countries (but not in the US) in 1 mg or 2 mg doses. Because Rohypnol has long been used in drug-rape and other drink-spiking crimes, Hoffman LaRoche added a blue dye and made the drug slower to dissolve in an attempt to make the drug harder to disguise. However, the blue dye cannot be seen in coke, red wine and coloured beer bottles, for example. Moreover, Rohypnol and other forms of Flunitrazepam are readily available on the street so the blue dye does little to limit its use as a drink-spiking drug.
Street names for Rohypnol include Roofies, Roaches, R-2s, LaRocha, Mexican valium, Rope, Rib, Roach and Roofenol.
Datura plants are also used to rape girls. They are very easily found on streets

The plant is strongly narcotic, but has a peculiar action on the human frame which renders it very valuable as a medicine. The whole plant is poisonous, but the seeds are the most active; neither drying nor boiling destroys the poisonous properties. The usual consequences of the poison when taken in sufficient quantity are dimness of sight, dilation of the pupil, giddiness and delirium, sometimes amounting to mania, but its action varies greatly on different persons. Many fatal instances of its dangerous effects are recorded: it is thought to act more powerfully on the brain than Belladonna and to produce greater delirium. The remedies to be administered in case of poisoning by Stramonium are the same as those described for Henbane poisoning, and also Belladonna poisoning. It is classed in Table II of the poison schedule. The pupils have become widely dilated even by accidentally rubbing the eyes with the fingers after pulling the fresh leaves of Stramonium from the plant.
The seeds have in several instances caused death, and accidents have sometimes occurred from swallowing an infusion of the herb in mistake for other preparations, such as senna tea.
The poisonous properties of the seeds are well known in India, where the Datura is abundant, the thieves and assassins not unfrequently administering them to their victims to produce insensibility.
30 seeds of datura are ok to cause insensibility in victims, to allow males to rape females and so on,

To protect yourself always follow these simple rules:
1. Don't accept open drinks (alcoholic or non-alcoholic) from others who you do not know or do not trust; this includes drinks that come in a glass.
2. When in bars or clubs always get your drink directly from the bartender and do not take your eyes off the bartender or your order; don't use the waitress or let somebody go to the bar for you.
3. At parties, only accept drinks in close containers: bottles, cans or tetra packs.
4. Never leave your drink unattended or turn your back on your table.
5. Do not drink from open beverage sources like punch bowls, pitchers or tubs.
6. Keep your eyes and ears open; if there is talk of date rape drugs or if friends seem "too intoxicated" for what they have taken, leave the party or club immediately and don't go back!
If any more information is required then the people should search on internet

First & the only municipal corporation which provides open toilet facilty in in the Garden becuase of GOOD LEADER MR> JITENDRA AVAHAD & Dy. MAyour of Thane Mr, Manij LAse

Dear Sir

THANE MUNCIPAL CORPORATION is the one & only corporation which provides their OWN GARDEN as toilet to the slum areas. This area belongs to constituency of Mr.Jitendra Avahad & Dy Mayour Mr. Manoj Lase.

This is really shame on both of them that they are unable to construct a proper toilets for thr people from whom they received the votes.

Also Mr Avahad known for his DAHIHANDI he throws lakhs of rupees on DAHIHANDI but if he turns to is constituency & shower some money from his MLA FUND that will make people of Gholai nagar happy.

Same thing applicable to Mr. Manoj Lase they just want to make money . Mr. Lase comes from his own posh vehicles & because of that he cant feel the pinch of pot holes .

Lots of

Sir I reques you to please raise our voice through your your paper the voice of general public.

Need for rational alcohol policy instead of failed prohibitionist approach.
By Sukant Khurana, Ph.D. and Brooks Robinson
The debate over the merits of alcohol consumption is hotly contested worldwide. There is no doubt that excessive drinking has caused pain and suffering for millions of people. On the other hand, human beings have been enjoying alcoholic beverages since prehistoric times and it is a tradition deeply rooted in many cultures, including Indian. Mild amounts of alcohol can have several health benefits while large doses can be poisonous. Can the two sides be reconciled? Can political action suspend or slow down the devastation caused by overindulgence? We are here to argue that yes, the two sides can be reconciled, but the current political action along the lines of prohibition is ineffective at best, and in most cases counterproductive. We argue for the implementation of an evidence-based smarter regulation policy that enhances the best qualities of alcohol, while minimizing its worst.
Before we analyze prohibition and its alternatives, let’s first discuss the effects of alcohol. Regulated alcoholic beverages contain ethanol, which is an edible type of alcohol. This is opposed to other alcohols such as methanol, also known as wood alcohol, which is highly toxic. Methanol can cause blindness and even death in sufficient quantity and is sometimes added into illicit alcoholic beverages to increase their potency. Ethanol, the edible alcohol, has very complex effects on humans. A single drinking episode can cause stimulation and sedation and have positive or negative health consequences depending on the amount consumed. Ethanol interacts with many proteins in the body, including ion-channels embedded in cell membranes, and therefore causes changes in how neurons function in the brain. In very low amounts it acts as a stimulant, while in higher amounts a sedative. In fact, if consumed in moderate quantities across many years, alcohol can have numerous positive health consequences. Moderate amounts of alcohol have been correlated with reducing dementia and Alzheimer’s disease, improving cardiac functioning, and reducing stroke incidences, type 2 diabetes, osteoporosis, gallbladder diseases, arthritis, renal cell carcinoma, thyroid cancer, and non-Hodgkin lymphoma among many other diseases. Ethanol in any form, as long as it is consumed in moderation, confers the above-mentioned health benefits and can save many health bills, particularly those relating to cardiac malfunction and strokes. Although there are many benefits of moderate alcohol consumption, it increases the craving for nicotine for smokers resulting in damage not due to the alcohol, but due to increased smoking. In addition, alcohol can be very dangerous for people with kidney and liver diseases and interacts with many prescription drugs. Apart from patients with such conditions, who should only drink after consulting a physician, alcohol has overall health benefits if consumed in moderation.
When alcohol is consumed in an uncontrolled and excessive manner however, the story is much different. Binge drinking, especially as a repeat pattern, is associated with many health problems including alcohol poisoning, liver sclerosis, cardiovascular diseases, sexual dysfunction, and fetal alcohol syndrome in unborn children of pregnant women. The World Health Organization (WHO) estimates that 2.5 million deaths per year worldwide are caused by alcohol related incidents, mostly due to heavy inebriation. The actual numbers are disputable, but the fact is that drinking causes many fatal accidents worldwide, and India is no exception. A strong correlation exists between heavy alcohol consumption and crime, though one can debate if alcohol actually causes crime or merely acts as a societal permission slip for perpetrators to commit preconceived crimes, as suggested by some placebo alcohol studies. Whether alcohol is societal permission slip or a causal agent, the evidence does point to a link between domestic violence and heavy alcohol consumption. Also, heavy drinking can result in blackouts that leave people vulnerable to crimes such as rape. Apart from health issues, the economic drain and the disruption of societal peace due to increased crime can be quite a big strain on society.
Another important aspect of alcohol to consider is the economic impact of its sale and employment generation. Alcohol is a significant source of revenue for India and can be a significant boost to the burgeoning tourism industry. On the other hand alcohol abuse can be serious drain on Indian economy.
Given that alcohol abuse is a serious drain on health, wealth, and the societal fabric of India, a solution is needed that limits alcohol abuse and the destruction it causes, while simultaneously encouraging healthy alcohol habits. Many grassroots movements, health organizations, NGOs, and governmental institutions have been clamoring around one approach: prohibition. The underlying assumption behind this approach is that all alcohol is bad. The problem with this attitude is twofold. First, even if one is willing to discount all evidence on the benefits of alcohol in small amounts and assume that alcohol is evil in any amount, prohibitionist experiments have time and again failed to significantly decrease, much less abolish alcohol consumption. Secondly, the overwhelming scientific evidence of the positive healthy role of alcohol in moderation, makes taking a prohibitionist approach simply ignorant. Despite the evidence pointing to the utter failure of prohibition, prohibitionist calls have come from various corners. Well-intentioned grass roots movements and a few sincere NGOs at one end and also self-benefiting NGOs (acting as fronts for converting black money to white through Hawala schemes) and the corrupt politicians looking out for various self-interests at another are all pushing hard for prohibition. We argue that such prohibitionist calls are not worth heeding. In the remainder of this article, we discuss the approaches to prohibition in India, the history of such approaches, and finally examine the best-studied prohibitionist experiment in world, that of US. We will then propose alternative, evidence-based approaches for evolving smart regulatory strategies that can go a long way in solving alcohol-related menace. Finally, we address problems that are unlikely to be solved by either approach, but can only be cured or contained by a well-informed citizenry and an overall socioeconomic improvement of the country.
At one extreme, prohibition can consist of a complete ban on alcohol sales and consumption. At the other end, it can simply be a regulation on alcohol promotion or a limit on the times alcohol can be sold. Prohibition in its extreme form is practiced in “dry territories” like Gujrat and Mizoram. Is alcohol consumption any lower in these states? No, the evidence suggests quite the contrary. In fact, Gujrat is one of the topmost states for alcohol addiction and abuse. Given the forbidden nature of alcohol in these dry states, people seem to look for excuses to drink in excess instead of limiting alcohol overindulgence to a few festivities per year. Bootlegging in these regions decreases alcohol quality and also increases the chances for methanol poisoning. In a single, devastating incident in 2009, 136 people died in one day in Gujrat due to the consumption of illicit alcohol, one of the worst of such accidents that has occurred worldwide. Andhra and Haryana have also gone dry in the past, a decision sorely regretted by the people of these states due to the increases in alcohol related health tragedies and crime, and losses of alcohol generated revenues. In dry states, the wealthy turn to imported smuggled alcohol that is not good for domestic industry, trade balance, and foreign reserves. The poor population on the other hand, turns to shoddy alcohol provided by bootleggers. Bootlegging in dry states encourages criminality, increasing the pressure on already strained and poorly performing law enforcement agencies. Purchasing alcohol on the black market allows bootleggers to vary prices and raise prices near the wedding season and other festivals like Holi and Diwali. This causes increased economic strain on alcohol consumers especially from the lowest economic strata of the society. In dry states, given the increased pressure to consume in hiding, people tend to binge especially on high alcohol content drinks, a far cry from healthy alcohol consumption. A ban on legal production also means loss of employment to decent law abiding citizens that can earn their living in regulated alcohol industry. Such bans also result in a loss of duty and tax to the state that can be a significant source of income. Sadly, many of these bans only apply to Indian citizens. Such a policy clearly implies that a foreigner can be trusted with alcohol, while an Indian cannot, a second-class treatment of one’s own citizens.
Another form of prohibition is setting dry days and limitations on the sale of alcohol. Like enforcing completely dry states, these ideas have been mostly ineffective due to people stocking up alcohol. In fact, increasing rather than decreasing the time for last call at bars has limited how many people rush to consume as much as possible and then drive drunk. Increasing the hours at which alcohol is served has been shown in many other places to actually reduce alcohol abuse related issues. Another prohibitionist strategy that has largely failed is to ration the amount of alcohol sold, though depending on the context it may have some merits. Unfortunately, well-conducted studies on the effects of rationing in different socio-economic and regional contexts of India are largely missing, although a recently revealed multibillion-dollar corruption using food ration schemes in Uttar Pradesh will give anyone jitters when contemplating the rationing of alcohol. Another prohibitionist strategy currently implemented in most states is to tax alcoholic beverages and charge heavy fees for the license to sell them. A plethora of evidence points to no decrease in alcohol consumption, but only to an increase in the sale of illegal and potentially dangerous alcohol. High fees required to procure licenses for selling alcohol mean that predominantly shady people (using bribes) or big monopolies with political connections end up having pubs and bars. This is obviously not good for ensuring a competitive economy as well as preserving law and order situation in the country. Another manifestation of alcohol prohibition is to prevent alcohol advertisements. Most studies on this topic show that alcohol advertisements do not actually increase alcohol consumption. Nonetheless, such studies have not been done in India and one can argue that results from Western studies may not be applicable in different cultural contexts. Even if one considers this argument to have some merit, the current “ban” does not make sense. It is pretentious to ban alcohol advertisements while allowing alcohol manufacturers to advertize low-selling, almost hypothetical products like music CDs and bottled water that have the same name as their alcoholic beverage.
Let us look at history of prohibition in US as a well studied case of alcohol regulation and what actually happens under prohibition. In the United States, soon after independence was won, a movement towards temperance and prohibition was started. It started small. Certain religious and activist groups frowned upon intemperance and pushed for education on the ills of drunkenness. Just prior to the civil war, a few states enacted laws effectively banning alcohol. These were clumsily written and some were even found to be against the constitution (e.g. the search and destroy law). Late in the 19th century, the movement for prohibition continued growing. There were stricter laws about who could sell alcohol and heavy tax payments were required when owning a saloon. To keep up with these taxes, saloon owners were forced to play dirty. They would receive kick-backs from prostitutes and pickpockets that were allowed to patronize the saloon.
Even though temperance was gaining steam during this time without enforced prohibition and many people were willfully choosing the route of abstinence, activists were pushing hard for laws. It is a shame that education about alcohol and free choice about drinking weren’t given more of a chance to succeed on their own. The progress was not obvious and rapid enough for prohibition activists and with the Progressive Era and World War I, the prohibitionists saw the perfect opportunity for complete prohibition and seized it. The Progressive Era in the United States was marked by efforts to reform and purify the government and other aspects of society including education, medicine, and insurance. Prohibition was a central issue and it was believed by many that legally eliminating saloons and drinking altogether, would go a long way in establishing an honest and productive United States. And with the start of the war, many more people were persuaded to join the prohibition cause with the argument that the resources required for alcohol production (grains, man power) would be better used in helping out the United State’s cause. By the time prohibition started however, the war had ended.
Many assumptions went into enacting a prohibition in the United States and they might sound reasonable at first glance, but experience has taught us a different lesson. In prohibiting alcohol, it was assumed that alcohol is harmful to the consumer and addiction to it is uncontrollable by individuals and thus must be addressed by the government. In addition, consumption of alcohol in any amount causes harm to society. This could be in the form of crime or lack of productivity of workers among other things. Above all, prohibition was thought to be the best solution to these problems.
During prohibition the demand for alcohol remained high however, with some studies suggesting multiple fold increase in alcohol abuse. It proved impossible to prevent all illicit alcohol production or even most of it. Alcohol can be produced almost anywhere and from a plethora of different ingredients eliminating “blueprint” in spotting its production. The real problem with the illegal making of alcohol was that it was logical for sellers and buyers alike that the alcohol be more potent. More “bang for your buck” so to say. So now alcohol users were drinking spirits with much higher alcohol content that was not regulated in any way and was much more likely to contain impurities and toxins that are more harmful to the human body that ethyl alcohol itself.
Another downfall of prohibition was that it created a brand new avenue of crime. The profit from bootlegging and alcohol smuggling was so much that major bootleggers and mafia funded pro-prohibition lawmakers. In addition, prohibition caused alcohol prices on the black market to be much higher than they would be during regulated sale of alcohol. Addicts were thus more likely to disregard the law in order to get their fix. These new crime concerns also caused havoc for the authorities and more governmental resources were required to control the alcohol black market and enforce prohibition. This extra cost of prohibition added with the absence of profit that occurs from taxing and regulating alcohol raised substantial financial concern. After 14 years of the “Noble Experiment” in America, prohibition was repealed and is now considered a huge blunder by many. As can be seen, there are many similarities between the failed prohibition in the United States and the prohibitions in India. Hopefully, this can be realized before history looks back on our time and the word “blunder” comes to mind.
So if prohibition is not the answer, then what is? An alternative to prohibition is a liberal attitude to the sale and consumption of healthy amounts and varieties of alcohol, while enforcing very strict punishments for unhealthy alcohol consumption patterns. Research has shown that having alcohol served in dedicated spaces spread across normal markets facilitates responsible alcohol consumption and actually reduced drunk driving. It was also seen that areas that have no bars or only expensive bars promote people binging on alcohol secretly, often in places like public parks. Making alcohol available at all times also will prevent genuine healthy consumers of alcohol from stocking up or binging before the onset of a dry time. Availability of information on healthy alcohol habits and the dangers of overindulgence is a great need in this time. In conjunction with liberal attitude towards healthy alcohol consumption and alcohol-related information, stricter punishments need to be legislated and implemented for drunk driving and other alcohol related crimes. Restaurants and pubs can be deterred from promoting unhealthy alcohol consumption by imposing strict punishments for serving a person who has consumed too much already. Instead of alcohol being permitted as an excuse for domestic violence, as has been used by many defense lawyers, handing out stricter punishments for alcohol-associated crimes can also be a good deterrent. It is important to recognize that, although heavy inebriation makes person loose certain inhibitions, most crimes considered alcohol-related crimes are conceived prior to alcohol consumption. In the Indian constitution the intent of the crime is one of the central issues in determining the extent of the punishment. Legislation recognizing that being drunk does not transform a preconceived crime into a crime of passion is vital to curtail such crimes. Another important factor in regulating alcohol abuse will be police reform. Currently, bribes from Rs 50 to 1000 are not unheard of and can often times get individuals off with just a warning about drunk driving. Unless the law enforcement and judiciary systems are replaced or reformed, no approach to alcohol regulation is going to work completely, though rational evidence based approach will fare better than prohibitionist strategies.
Perhaps of the most importance, as has been shown in several studies, is that responsible drinking by parents is the best way to form responsible habits in young adults. Just like it is useless to use a stork when explaining childbirth to a teenager, it is futile to use scare tactics when talking about alcohol. The more forbidden a fruit seems, the more interesting it is for a high school or college student. Talking about healthy alcohol habits makes more sense.
The alcohol issue also has another dimension in India, a problem that is less severe in many Western countries. There is a distinctive taboo concerning alcohol consumption in any amount, especially by women. The religious teachings of the Vaishnav sect of Sanatan Hinduism, Islam, Jainism, Sikhism, and Arya Samaj all tend to influence some ardent fundamentalist believers to look down upon alcohol consumption by others even if it is in healthy amounts, though the urban behavior of youths of all faiths is changing rapidly. History has taught us that making something a taboo does not solve the problem, but only makes it more tempting. Taboos encourage closeted and unsafe behavior like binge drinking in the case of alcohol or unsafe sex in the case of premarital relationships. What is sorely missing in India is information people can use to make an informed decision on both the healthy and unhealthy aspects of alcohol consumption. People need to understand that alcohol is a health problem in excess, but not in moderation for the average person. Another reason for binging by the economically downtrodden, especially in urban and semi-urban settings, is the lack of other escapes and distractions from what can amount to be a depressing life. For instance, the alcohol abuse in poor rural communities (with their social safety nets in the form of community bonds), especially in tribal societies, is much less severe than that of migrant workers in urban India. Even though rational evidence based approach to alcohol will work better than prohibitionist knee-jerk response, neither of the two can entirely solve this form of alcohol abuse. A general solution to alcohol associated domestic violence and economic drain is socioeconomic and cultural growth. By socioeconomic development we do not mean a sheer bloating of the middle class purchasing power or increased GDP, but a holistic growth, which in the recent witty wordplay of Yechuri (a CPM politician) was described as a reduction of the gap between the IPL (Indian Premier League) and the BPL (Below Poverty Line). Whether the nation continues to follow the dictates of current neoliberal Washington consensus, adopts a genuine free market model driven by national interests, takes a command economy-style road to capitalism as done by China, turns to a completely red path as wanted by Maoist insurgents, or reverts to the old Nehruvian populist salad bowl economy with chunks of socialism and capitalism, without genuine social and gender equity, some problems of excessive alcohol consumption are going to be with us forever.
We hope to stimulate informed discussion about alcohol policy in India and urge the adoption of an evidence-based rational approach to alcohol regulation so that the destruction caused by alcohol abuse can be contained and the benefits of healthy alcohol habits furthered. We realize that no policy will be perfect, but repeatedly trying a method in prohibition that has failed so many times is truly damaging to India and her citizens. We look forward to an era of smarter approaches to winning the war on addiction and by attacking it on many fronts including a rational alcohol policy and seismic shifts in socioeconomic structure, education, and cultural attitudes.
